Hospitality Review - Engagement on options with local authorities
Overview
Since the Review was announced in October 2025, we have engaged extensively with the sector and their representatives through an online survey and a series of in-person and online meetings. We have also engaged across central and local government. The purpose of this engagement was to understand the regulatory issues facing regulators and regulated parties. Due to our scope and timeframes, it was not possible to include all the issues raised with us. Following a prioritisation exercise, we have concentrated on 12 key areas, analysing the regulatory problems and analysing options to solve them.
This consultation covers two of our key areas: fees and levies, and the flow of information between regulators and regulated parites.
For the fees and levies that relate to the food safety regulatory system, you may be aware of the Food Act Improvement Programme, which is a programme of work already underway by the Ministry for Primary Industries. The recommendations of this Review will feed into that work programme, and our role is to express a view about whether the work underway will address the problems we have found or if we think there is different or additional work that should be considered by Ministers to add to the work programme.
Why your views matter
We are undertaking targeted engagement with agencies, regulated parties, regulators, and other interested groups we have already met with during the Review. This is to inform our recommendations to government in the Review’s final report.
This questionnaire accompanies the Discussion document for local authorities, which describes the problems and options we are considering detail. We highly recommend engagaing with that document before answering this questionnaire.
Your feedback will inform our recommendations to Government about how the Ministry for Regulation thinks these regulatory systems could be improved.
