Building Review Survey

Overview

The Ministry for Regulation is reviewing work that is exempt from needing a building consent

The review is focused on building work that can be carried out without a building consent under Schedule 1 or Schedule 1A of the Building Act 2004. We want to understand:

  • what you believe works well
  • what problems you have experienced or observed
  • whether you think any changes are needed.

You can also comment on other parts of the building regulatory system, including regulatory requirements, consent and approval processes, guidance, accreditation, monitoring, enforcement, and the roles of different people and organisations.

We welcome responses from homeowners, building owners, businesses, tradespeople, professionals, councils, industry organisations and anyone else with relevant experience.

Completing this form is voluntary. Your feedback will help inform advice on possible improvements to the system.

Why your views matter

We want to understand how the system operates in practice, not just how it is intended to work.

We are particularly interested in practical experiences and specific examples. These might include:

  • difficulty working out whether an exemption applies
  • different interpretations by councils or practitioners
  • unnecessary cost, delay, duplication or uncertainty
  • requirements that are disproportionate to the risks involved
  • effects on safety or building quality
  • requirements or practices that work well
  • suggestions for improving the system.

What to expect

The survey should take approximately 10 to 15 minutes, depending on how much information you choose to provide.

You do not need to answer every question.
