Hospitality Regulators
Overview
The hospitality sector is a significant part of the New Zealand economy, generating $15.7 billion in sales in 2024 and employing over 145,000 people.
The Hospitality Review (the Review) will identify pain points for the sector and look at removing barriers where they are no longer justifiable and constraining growth or threatening sustainability of the sector.
Regulation that applies to restaurants, bars, cafes, food stalls at markets, food trucks, catering businesses, and hotels is in scope of the Review.
The gambling regulatory system is out of scope of the Review.
Details of the scope, approach, and timeframes is contained in the Review’s Terms of Reference.
Why your views matter
We are keen to hear from the sector about regulatory pain points and problems affecting their hospitality business or the wider hospitality sector. We will also be testing our understanding of the issues we heard at the Hospitality Summit, held in 2024.
We are seeking information from hospitality business owners, workers, regulators, and representative groups in the hospitality sector. The information will be used to inform the Review’s priorities and recommendations.
Please note that we may use Artificial Intelligence (AI) to help speed up the submissions analysis process. If we do this, our team will review this analysis to ensure it accurately reflects submissions.
This questionnaire is for regulators.
The questionnaire will take about 25 minutes to complete.
Submissions will close at 23:59 on 12 November 2025.
Thank you for participating in the submissions process for the Review.
