The options presented here are the result of the Ministry for Regulation's analysis of local and international systems alongside targeted engagement with regulated parties, providers of services, consumer groups and other stakeholders impacted by the rules.

The information presented in this consultation reflects the Ministry for Regulation’s analysis, and does not represent the views of other agencies.

Feedback on the options will help inform final recommendations in our Review report to the Ministers for Regulation and Media and Communications for their consideration. 

The Ministry for Regulation is seeking feedback on options for change on the following:

  • Consumer protection and customer service
  • Access to basic telecommunications services, including access in rural areas and basic fibre services
  • How fibre businesses and products are regulated
  • How levies on businesses are calculated
  • Balancing the costs and benefits of regulation

The questionnaire is divided into these sections and includes the ability to skip certain sections if they are not relevant to you. You will have the ability to save and return to the questionnaire prior to submission.

  • Information submitted to the Ministry will be considered official information under the Official Information Act 1982. Please ensure that you indicate in the free-text fields of the form if your submission should be treated as confidential (for example, if you are providing financial or commercially sensitive information). 
  • Individual submissions could be made public if a request is made under the Official Information Act 1982. 
  • Information received through this questionnaire will be used to inform our analysis and findings in connection with the Review and will be reflected in an anonymised summary of submissions report alongside the final report. 
  • We will be using Artificial Intelligence (AI) to help speed up the submissions analysis process. Our team will be reviewing this analysis to ensure it accurately reflects submissions.
